Adds registered electors to those who can request a recount when one is not otherwise required, alongside existing "interested parties"

Allows interested parties or registered electors to request that any recount (required or discretionary) be conducted as a manual recount of voter-verified paper records

Requires requesters of manual recounts to pay any additional costs beyond standard recount expenses, with funds held in escrow

Extends recount completion deadlines from 35 to 38 days for required recounts conducted as manual recounts, and from 37 to 38 days for discretionary recounts conducted manually

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition and potential voter approval in November 2022
