Establishes automatic termination of juvenile sex offender registration when the registrant reaches age 25 or 7 years after initial registration requirement, whichever occurs later, unless subsequently convicted as an adult of unlawful sexual behavior.

Restricts public access to sex offender registry information for juveniles adjudicated or receiving dispositions as minors, limiting release to law enforcement and specified agencies except with written affirmation of legitimate need and non-punitive use.

Exempts juveniles from sex offender registration requirements if their duty to register was terminated in another state or jurisdiction, and allows exemption for first-time juvenile offenders meeting specific criteria and receiving favorable evaluations.

Modifies court notification requirements and hearing procedures for juveniles, changing timeframes from 63 days pre-discharge to 14 days post-discharge, and establishing automatic court orders discontinuing registration if no objections are filed within 63 days.

Appropriates $7,200 to the Colorado Bureau of Investigation for program support and creates new criminal penalties for submitting false statements to obtain juvenile sex offender registry information.
