Authorizes private employers in Colorado to adopt and apply a veterans' preference hiring policy that gives preference to eligible individuals if they are at least as qualified as other applicants.

Defines eligible individuals as veterans with 100% disability rating hired within 10 years of discharge, other veterans/reservists/National Guard members hired within 5 years of discharge, or spouses of service members killed in the line of duty hired within 5 years of the death.

Requires employers to apply the policy uniformly to all hiring decisions, verify eligibility through discharge documents (DD214) and death certificates, maintain the policy in writing, and implement it at least 14 days before applying to any job posting.

Creates a rebuttable presumption that compliant veterans' preference policies do not violate Colorado employment discrimination laws under Part 4 of Article 34 of Title 24.

Appropriates $25,000 from the general fund to the Colorado Office of Film, Television, and Media to develop educational materials promoting veteran hiring by employers.
