Creates new statute requiring service providers receiving state funds for out-of-home placements (adoption, foster care, kinship care) to provide fair and equal access to all available services without discrimination based on disability, race, religion, color, sex, sexual orientation, gender identity, gender expression, marital status, national origin, ancestry, or communicable disease including HIV.

Prohibits denying adoptive or foster parent opportunities, delaying child placements, or imposing additional screening procedures solely based on protected characteristics, unless necessary to determine if placement is detrimental to child's health or welfare.

Requires service providers to offer placement-related services in a culturally responsive manner that recognizes individuals' complex social identities including race, ethnicity, religion, gender identity, gender expression, and socioeconomic status.

Mandates foster parent training include instruction on children's rights to fair and equal access to services and protection from discrimination or harassment based on protected characteristics.

Declares the act necessary for immediate preservation of public peace, health, or safety.
