Establishes a special "Support Foster Families" license plate available for motorcycles, passenger cars, trucks, and non-commercial recreational vehicles weighing no more than 16,000 pounds, effective January 1, 2022 or when the Department is able to issue them.

License plate design must come from Foster Source, a Colorado-based nonprofit organization founded by foster parents or former foster parents, and conform to Department standards.

Applicants must donate to a Department-designated nonprofit organization that meets specific criteria including being headquartered in Colorado, existing for at least four years, and providing services to foster care families.

Charges a one-time fee of $25 for issuance or replacement of the plates, with fees credited to the Highway Users Tax Fund; standard taxes and fees for regular license plates also apply.

Appropriates $14,145 to the Department of Revenue for fiscal year 2021-22, consisting of $5,400 for DRIVES system maintenance and $8,745 for license plate ordering.
