Replaces the term "illegal alien" with "worker without authorization" throughout Colorado Revised Statutes Article 17.5 relating to public contracts for services.

Defines "worker without authorization" as an individual unable to provide evidence of federal authorization to work in the United States.

Applies the terminology change to all existing provisions requiring state agencies and political subdivisions to prohibit contractors from knowingly employing workers without authorization on public service contracts.

Maintains existing e-verify program participation requirements and three-day notification procedures for contractors discovering subcontractors employ workers without authorization.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a successful referendum petition, in which case it requires voter approval at the November 2022 general election.
