Requires owners or operators of carpooling service internet applications to register annually with the Colorado Department of Transportation beginning October 1, 2021.

Mandates that drivers be compensated up to the federal IRS mileage reimbursement rate for business use and limits drivers to transporting maximum 6 passengers per trip and 1 trip per day.

Requires each user to pay an equal share of fees reasonably calculated to cover direct and indirect service costs.

Requires conspicuous disclosure to users that carpooling service companies are not state-regulated and background checks, medical examinations, vehicle inspections, and insurance verification may not be performed.

Defines "carpooling service" as a not-for-profit arrangement for trips of at least 23 miles or to/from ski areas, excluding commercial transportation services and ride-sharing companies, with reservations required at least 2 hours in advance.
