Repeals Colorado Revised Statutes 39-8-108(5)(a), which previously prohibited raising property valuations above the county board of equalization's set value on appeal.

Removes the restriction that prevented valuations from being adjusted higher than the county board of equalization's decision, except as permitted under section 39-5-125.

Applies to appeals authorized under sections 39-8-108, 39-5-122, 39-5-122.7, and 39-10-114.

Declares the act necessary for the immediate preservation of the public peace, health, or safety.
