Defines "education support professional" as a Colorado school district paraprofessional who is not licensed but provides direct instruction, supports licensed staff, or supports instruction and the learning environment, including teaching assistants, tutors, interpreters, therapists assistants, and community liaisons.

Expands the biennial teaching and learning conditions survey administered by the Department of Education to include education support professionals alongside preschool, elementary, and secondary teachers in public schools.

Appropriates $53,500 from the general fund to the Department of Education for fiscal year 2021-22 to implement the survey expansion for educator perception data.

Declares the act necessary for the immediate preservation of the public peace, health, or safety.
