State auditor must conduct annual audits of Colorado's computerized statewide voter registration system beginning June 1, 2022, and each June 1 thereafter, with reports and recommendations presented to the committee.

Each audit must include a random sample of at least 20% of active registered electors in each county, unduplicated over 5 consecutive years, and validate voter registration data against death records, property records, tax records, and other official sources.

Secretary of state must reimburse the state auditor for full audit costs from the department of state cash fund.

State auditor gains access to confidential voter registration system records under existing audit authority, and tax authorities must provide taxpayer names, addresses, and identifying information upon request to support the audit.

Act takes effect 90 days after final adjournment, unless subject to a referendum petition, in which case it requires voter approval at the November 2022 general election.
