Increases the amount of marijuana that underage persons (under 21) can legally possess from one ounce to two ounces without criminal penalties.

Repeals the drug petty offense for possession of two ounces or less of marijuana, effective on or after March 1, 2020, removing criminal liability for this possession amount.

Eliminates the $200 surcharge previously assessed to drug offenders convicted of possessing two ounces or less of marijuana.

Allows criminal conviction records for marijuana possession offenses to be sealed after a motion is filed if the defendant has not been convicted of another criminal offense since the conviction date.

Removes jurisdiction from juvenile courts over certain marijuana possession violations, making such cases handled concurrently by both juvenile and county courts, with the juvenile court accepting jurisdiction terminating county court jurisdiction.
