Exempts routine and emergency maintenance of county-maintained gravel or dirt roads performed by county employees from notification requirements to the 811 notification association, unless excavation will lower the road grade or disturb more than six inches in depth.

Defines "ditch flowline" as the line running along the bottom of a ditch where water entering the ditch first runs before flowing down the line.

Extends the validity period for underground facility markings from 30 days to up to 180 days for excavation notices limited to annual road maintenance not exceeding six inches in depth conducted by government agencies on existing unpaved roads.

Requires excavators to notify the notification association at least two business days before the end of the applicable 30-day period if excavation has not been completed within that timeframe.

Takes effect June 1, 2022, subject to referendum petition procedures; if a referendum petition is filed within 90 days after final adjournment of the general assembly, the act will not take effect unless approved by voters at the November 2022 general election.
