Establishes 18 enumerated rights for foster parents including dignity and respect, training and support, timely financial reimbursement, and 24-hour access to supportive services.

Grants foster parents the right to object to placement recommendations, take leave as needed, receive information about the child and case planning, and participate in court proceedings as an interested party.

Requires investigations of foster parent homes to be conducted by a child placement agency other than the one that originally placed the child, with written results delivered within three weeks.

Provides foster parents access to grievance processes and the right to file complaints if their rights are violated or denied.

Excludes persons against whom criminal charges have been filed for child abuse, unlawful sexual offenses, or any felony from these protections.
