Creates a domestic abuse task force operating for no more than two years to develop a statutory definition of domestic abuse for child welfare purposes that recognizes its impact on children's emotional and developmental well-being.

Task force membership must represent the state's cultural and socioeconomic diversity, including persons with lived experience, and must report recommended definition to legislative committees by December 2022.

Requires the state department to promulgate rules by July 1, 2023 establishing best practices and training standards for child welfare caseworkers to recognize, respond to, and assess child abuse or neglect related to domestic abuse while considering the role of non-abusive caregivers and cultural factors.

Appropriates $22,500 to the department of human services division of child welfare for fiscal year 2021-22 to implement the act.

Act takes effect 90 days after legislative adjournment, subject to potential referendum petition; if challenged, effectiveness depends on voter approval in November 2022 election.
