HB 21-1100 Summary

• Directs the Office of Information Technology to partner with each state department and file a report with the Joint Technology Committee by October 15, 2021, assessing current electronic filing capacity and steps needed to enable electronic filing for at least 80 percent of documents.

• Requires each county and city and county governing body to file a similar report by October 15, 2021, detailing their electronic filing capabilities and costs to expand electronic filing to at least 80 percent of documents.

• Reports must identify obstacles to implementing electronic filing and any additional information affecting each entity's ability to increase the number and types of documents that can be filed electronically.

• Takes effect 90 days after the general assembly's final adjournment, unless a referendum petition is filed, in which case it becomes effective only if approved by voters at the November 2022 general election.
