• Strengthens disability discrimination protections by defining "public entity" to include any state or local government and their departments, agencies, or special districts.

• Requires individuals with disabilities cannot be excluded from or denied benefits of services, programs, or activities provided by public entities or state agencies, with failure to develop accessibility plans constituting discrimination.

• Mandates state agencies establish written accessibility plans by July 1, 2022 and fully implement accessibility standards for individuals with disabilities by July 1, 2024, with noncompliance subject to civil remedies.

• Establishes web content accessibility standards using the World Wide Web Consortium Web Accessibility Initiative guidelines, requiring all online content created by state agencies to comply with these standards.

• Appropriates $312,922 to the Office of Information Technology for the 2021-22 fiscal year to implement accessibility requirements and support an additional 0.9 full-time employee.
