Exempts school districts and boards of cooperative services from parts 1 and 2 of article 27 of Colorado Revised Statutes when purchasing, leasing, constructing, maintaining, or operating facilities that exclusively provide advanced internet service

Allows students, teachers, and staff members to access school-owned and operated networks to facilitate remote learning

Applies to member districts of boards of cooperative services created under article 5 of title 22

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
