• Grants free entrance to Colorado state parks and recreation areas (excluding campgrounds) to residents displaying a Purple Heart special license plate, matching existing benefits for disabled veterans.

• Entitles Purple Heart recipients and passengers in their vehicle to enter state parks free of charge on any day the park is open.

• Allows Purple Heart recipients to obtain a free, transferable annual parks pass from the Division upon presenting documents satisfying the requirements of section 42-3-213(2) at regional or central offices.

• Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2022 general election is required.
