HB21-1122 Summary

• Establishes a 12-member Commission on Improving First Responder Interactions with Persons with Disabilities within the Department of Law, with members appointed by the Attorney General including persons with disabilities, parents, advocacy organizations, and first responder representatives.

• Commission must evaluate existing peace officer training on interactions with persons with disabilities and recommend a curriculum for basic and annual in-service training by February 28, 2022.

• Requires the Peace Officers Standards and Training (P.O.S.T.) Board to include the commission-recommended curriculum in basic academy training beginning July 1, 2022, and annual in-service training programs.

• Directs fire service and emergency medical service programs to review and consider including similar training curriculum on disability interactions.

• Appropriates $39,775 to the Department of Law for fiscal year 2021-22 for commission support and automatically repeals the commission effective December 31, 2023.
