Suspends administration of state assessments for the 2020-21 school year contingent on federal law change or federal waiver, covering science (grades 5, 8, 11), math (grades 3-8), English language arts (grades 3-8), and social studies (grades 4, 7).

Requires Colorado Department of Education to submit waiver request to federal Department of Education as soon as practicable, even if federal government does not invite such waivers.

Prohibits school districts from using student academic growth measures or student performance measures in teacher and principal evaluations for the 2020-21 school year.

Requires schools and districts to implement the same plan type assigned in the preceding school year and excludes 2019-20 and 2020-21 school years from performance watch calculations, counting 2021-22 as consecutive to 2018-19.

All provisions expire July 1, 2022, with amendments extending certain requirements through the 2021-22 school year.
