Adds new subsection (a.5) to Colorado Revised Statutes 24-30-1303 granting the Office of the State Architect authority to negotiate and execute leases on behalf of the state for privately owned property

Grants authority over leasing of land, office space, buildings, and special use interests with notwithstanding clause to Section 24-30-1301(15)(a)

Requires Governor approval before the Office of the State Architect can negotiate and execute any leases under this new authority

Includes safety clause declaring the act necessary for immediate preservation of public peace, health, or safety
