HB 21-1130 Summary

• Expands the definition of "high-risk individuals" to include those receiving voluntary behavioral health services under sections 27-65-103, 27-81-109, or 27-81-110, in addition to those under emergency or involuntary commitment.

• Defines "transition services" to include eight categories of support: housing placement, behavioral health access, insurance advocacy, follow-up service planning, advance directive assistance, representative payee or guardian assistance, family support services, and court compliance assistance.

• Extends the Community Transition Specialist Program's coordination network to include facilities providing acute treatment services, crisis stabilization services, and hospital emergency departments, in addition to withdrawal management facilities.

• Changes departmental rule-making from mandatory ("shall") to discretionary ("may") for implementing the program, removing the October 1, 2018 deadline.

• Conditions statewide program availability on appropriated funding beginning January 1, 2019.
