Requires manufacturers, suppliers, and agents applying for charitable gaming licenses to disclose whether they or their owners, officers, directors, members, or partners have had gaming licenses suspended or revoked in any other jurisdiction.

Authorizes the licensing authority to approve electronic devices that reveal winning or nonwinning status of pull tab tickets, clarifying these devices are not slot machines or prohibited gambling devices.

Removes prohibition on charging license fees for equipment by the licensing authority and allows licensees to purchase or lease approved electronic devices as deductible operating expenses.

Amends definition of "pull tab game" to include tickets where winning status can be revealed using licensing authority-approved devices, not just by physical tearing or breaking of tickets.

Declares the act necessary for immediate preservation of public peace, health, and safety.
