Changes the Colorado State Fair Authority's annual reporting deadline from October 31 to January 31 of each year.

Requires the annual report to be submitted to the Governor and all members of the General Assembly, expanding distribution beyond specific legislative committees.

Allows for an alternative deadline of within ten business days after the Legislative Audit Committee releases the Colorado State Fair Authority's financial audit, whichever deadline is later.

Maintains the requirement that reports include financial information for the current fiscal year and the preceding fiscal year in comparison format using generally accepted accounting principles.

Takes effect 90 days after final adjournment of the general assembly, or following November 2022 if subject to a successful referendum petition.
