Amends Colorado law to allow federally recognized Indian tribes to certify foster homes and kinship foster care homes pursuant to applicable federal law, in addition to county departments and child placement agencies.

Modifies the definition of "certification" to include the process by which a federally recognized tribe approves the operation of a foster care home.

Expands the definition of "foster care home" to include homes certified by a federally recognized tribe pursuant to applicable federal law.

Expands the definition of "kinship foster care home" to include homes certified by a federally recognized tribe pursuant to applicable federal law.

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, subject to referendum petition procedures.
