Repeals section 44-30-1201(5)(c)(III) of Colorado Revised Statutes, which established the capitol dome restoration fund and authorized transfers from the state historical fund for dome repairs and safety improvements.

Amends section 44-30-1201(5)(c)(II) to remove references to the obsolete capitol dome restoration fund provisions, clarifying that interest and income from the state historical fund remain in the fund and do not revert to the general fund.

Eliminates provisions authorizing $4 million annual transfers from the state historical fund to the capitol dome restoration fund for fiscal years 2010-2012 and emergency expenditure provisions related to the dome restoration project.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed by November 2022.
