Establishes the "No Patient or Resident Left Alone Act" guaranteeing at least one visitor of the patient's or resident's choosing at hospitals, nursing care facilities, and assisted living residences.

Requires health-care facilities to adopt written policies and procedures regarding visitation rights, including clinically necessary restrictions and the reasons for those restrictions.

Prohibits health-care facilities from completely banning visitation solely to reduce pandemic disease transmission, but allows specific requirements such as symptom screening, mask/PPE requirements, single entrance protocols, and waivers.

During widespread community transmission of pandemic disease, allows facilities to limit access to only essential caregivers and compassionate care visitors, who must wear required personal protective equipment.

For patients or residents with communicable diseases who are isolated, permits limiting visitation to essential caregivers only, one at a time, and restricts visitor movement and presence during aerosol-generating procedures.
