Amends Colorado Revised Statutes 24-75-302 to allow money to be transferred or credited to the emergency controlled maintenance account, in addition to amounts appropriated by the general assembly.

Directs the State Treasurer to transfer any excess proceeds from lease-purchase agreement issuance under Senate Bill 20-219 that were initially credited to the emergency controlled maintenance account to the capital construction fund.

Makes transferred money available for appropriation for capital construction, capital renewal, or controlled maintenance projects, with a mandatory spending deadline of March 1, 2024.

Requires unexpended appropriations to remain available for capital construction, capital renewal, or controlled maintenance projects and prohibits reversion to the general fund before the March 1, 2024 deadline.

Declares the act necessary for the immediate preservation of public peace, health, or safety under the safety clause provision.
