Creates the Colorado Bipartisan Election Commission in the Department of State with five members (two affiliated with each major political party, one unaffiliated) appointed by the Secretary of State no later than September 1, 2021.

Commission members should have expertise in information technology and cybersecurity, election administration as a county clerk or state/local election official, or state and federal election laws.

Commission must make recommendations to the Secretary of State and General Assembly by December 1, 2021, on how to conduct a comprehensive audit of Colorado's election processes, including scope, matters to be audited, and audit procedures.

Commission shall consider electronic voting system certification standards, election security issues, auditing and recount procedures, and voting system accuracy, security, transparency, verifiability, and auditability; may also consider county-level inspections, ballot handling, data management systems, and network architecture.

Commission is repealed effective September 1, 2022.
