HB 21-1178: Correcting Nonsubstantive Errors in the Colorado Marijuana Code

• Corrects regulatory citations throughout Colorado Revised Statutes 44-10 (marijuana code) by replacing outdated or incomplete federal statute references with proper U.S.C. section citations and CFR rule numbers.

• Updates definitions for "affiliate," "beneficial owner," "publicly traded corporation," "qualified institutional investor," "qualified private fund," and "security" to reference correct federal securities laws and regulations.

• Clarifies that the state licensing authority may take actions with respect to registrations and permits in the same manner as licenses, and updates references to temporary appointee registrations under section 44-10-401(3).

• Allows retail marijuana products manufacturers to share premises with accelerator manufacturer licensees if the premises are endorsed and each accelerator licensee is approved before operating.

• Repeals outdated marijuana cash fund transfer provisions from section 44-10-801(1)(d) that were scheduled for 2014-2020.
