Establishes a voluntary Colorado Soil Health Program within the Department of Agriculture to encourage adoption of soil health practices and advance understanding of their environmental and economic benefits.

Creates a Soil Health Advisory Committee with minimum 9 members appointed by the Commissioner, including agricultural producers, tribal representatives, conservation district members, water users, and representatives from Colorado State University and federal agencies.

Authorizes the Department to establish grant programs, monitoring systems, soil health inventories and platforms, and testing programs for eligible entities engaged in soil health activities, subject to advisory committee approval of grants.

Requires confidentiality protections for records identifying specific landowners, agricultural producers, or parcels, though summary or aggregated data may be disclosed.

Appropriates $4,464 from the general fund for fiscal year 2021-22 to implement the program, with the advisory committee and program scheduled for repeal on September 1, 2031.
