Amends Colorado's definition of "telemedicine" in the Colorado Medical Practice Act to include technologies compliant with the federal Health Insurance Portability and Accountability Act of 1996, including information, electronic, communication, and remote monitoring technologies.

Defines "telemedicine" as delivery of medical services through interactive audio, interactive video, or interactive data communication, with the patient at an originating site and the provider at a distant site.

Adds definitions for "distant site," "originating site," and "store-and-forward transfer" by cross-referencing Section 10-16-123 in the Colorado Revised Statutes.

Clarifies that telemedicine delivery does not authorize physicians to practice outside their scope of practice or limit other licensed professionals from delivering services using advanced technology.

Repeals the prior definition of telemedicine in the health insurance context and adds a simplified definition in the health care definitions section that focuses on interactive audio, video, or data communication.
