• Establishes that knowingly or intentionally manufacturing, importing, distributing, selling, or installing counterfeit airbag components, nonfunctional airbags, or unapproved substitutes constitutes a deceptive trade practice under Colorado consumer protection law.

• Defines "nonfunctional airbag" as a replacement airbag that was previously deployed or damaged, has detectable electrical faults, includes misleading components, or is prohibited under federal law (49 U.S.C. § 30120(j)).

• Prohibits motor vehicle repair facilities from installing or reinstalling devices that cause the vehicle's diagnostic systems to fail to warn of counterfeit supplemental restraint system components, nonfunctional airbags, or missing airbags.

• Specifies that installation violations occur only when work is completed and the vehicle is returned to the customer or title is transferred, protecting facilities doing legitimate repair work.

• Takes effect 90 days after legislative adjournment, subject to potential referendum petition for voter approval at the November 2022 general election.
