Amends the effective date clause of Senate Bill 19-263 (as amended by Senate Bill 20-152) to change the election date reference from November 2020 to November 2021.

Makes certain provisions of Colorado Revised Statutes section 24-82-1303(2) effective only if voters approve a ballot measure authorizing the state to issue transportation revenue anticipation notes at the November 2021 statewide election.

Eliminates the requirement that the state treasurer execute lease-purchase agreements to fund transportation projects during the 2021-22 state fiscal year if the transportation revenue anticipation notes ballot measure is approved.

Specifies that the affected statutory provisions take effect on the date of the governor's official declaration of the election results.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
