• Requires manufacturers of digital electronic equipment to provide parts, software, firmware, tools, and documentation to independent repair providers and equipment owners on fair and reasonable terms at no charge (except actual costs for printed documentation).

• Electronic documentation must be provided free of charge; software tools must be available without requiring authorization or internet access and cannot impair equipment performance.

• Violations constitute unfair or deceptive trade practices enforceable under Colorado consumer protection law; manufacturers cannot use trade secrets as blanket refusal but may redact non-essential proprietary information if repair functionality is not diminished.

• Does not apply to motor vehicles, powersports vehicles, or medical devices (except Class 2 powered wheelchairs); does not alter existing contracts with authorized repair providers or limit manufacturer liability for independent repairs.

• Any contract language that waives or limits manufacturer obligations under this law is void and unenforceable for contracts entered after the effective date; bill applies to conduct occurring on or after the effective date.
