Creates a driver's license and identification card processing unit in the Department of Revenue to issue identification documents to individuals eligible for and scheduled to be released from the Department of Corrections, county jails, or multijurisdictional jails.

Individuals bear the cost of their own driver's license or identification card, though detention facilities may pay the cost on their behalf.

The unit must process and issue identification cards to eligible individuals prior to their release date before the unit's next scheduled return visit.

Department of Revenue personnel are authorized to work with corrections and jail staff and volunteers to assist individuals in obtaining necessary documentation for driver's licenses or identification cards.

Establishes the Department of Corrections and Jail Identification Processing Unit Fund in the state treasury, funded through gifts, grants, donations, and General Assembly appropriations to support implementation of the program.
