Amends Colorado Revised Statutes 8-70-114 to redefine "employing unit" to include employee leasing companies owned by marijuana licensees under Article 10 of Title 44.

Allows a marijuana-licensee-owned business providing employment services to a commonly controlled marijuana business to be treated as a single employing unit for purposes of unemployment insurance and related articles.

Specifies that such an employing unit is not considered a common paymaster under federal tax regulations (26 CFR 31.3121(s)-1(b)(2)(i)) for Articles 70-82 of Title 8.

Requires that at least 50 percent of the entity receiving employment services must be owned by the marijuana-licensed person(s) who own the employee leasing company for this provision to apply.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
