Defines "board" as any statewide board, commission, committee, or task force authorized by the General Assembly where the Governor appoints all members.

Requires the Governor to make reasonable efforts when appointing or filling board vacancies to consider candidates reflecting Colorado's geographic and demographic diversity, including rural and urban representation.

Board appointees must reflect diversity across political, racial, disability, and cultural groups, as well as diverse sexual orientations and genders, while still meeting each board's specified membership requirements.

Effective date is January 1, 2022, subject to referendum petition provisions under the Colorado Constitution.
