Expands retroactive eligibility for record sealing procedures to convictions and adjudications entered before, on, or after the bill's effective date for both adults and juveniles.

Creates a "Sealing Defense Fund" allowing the State Public Defender and Office of Alternate Defense Counsel to accept grants and donations for representing indigent clients in record sealing matters.

Establishes automatic sealing of arrest records when no charges are filed within one year (for arrests after January 1, 2022) and creates phased sealing timelines for older arrest records without convictions through 2027.

Allows defendants with multiple convictions to petition for sealing of conviction records that are ineligible under other sections, with waiting periods of 2-10 years depending on offense severity and limits on number of prior convictions.

Requires automatic sealing of eligible drug convictions after 7 years (misdemeanors/petty offenses) or 10 years (felonies) through a state court administrator process beginning February 1, 2024, with ongoing monthly reviews starting July 1, 2024.
