Establishes a special Colorado nurses license plate beginning January 15, 2022 or when the department can issue plates, available for motorcycles, passenger cars, trucks, and noncommercial vehicles under 16,000 pounds.

Requires applicants to pay standard vehicle registration taxes and fees plus a one-time $25 issuance fee, with the additional fee credited to the highway users tax fund.

Allows personalized Colorado nurses license plates for an additional fee, with option to transfer existing personalized plate combinations to the new plate design.

Requires applicants to provide a certificate from a nurses foundation confirming a donation of up to $100, with donations used to provide scholarships to nurses from minority populations.

Appropriates $17,490 to the Department of Revenue for 2021-22, consisting of $5,400 for DRIVES maintenance and $12,090 for license plate ordering.
