Creates the Outdoor Recreation Industry Office within the Office of Economic Development and designates its director to report to the Director of the Office of Economic Development.

Establishes the office as Colorado's central coordinator for outdoor recreation industry matters, including resource development, industry promotion, economic development, conservation, stewardship, education, and workforce training.

Requires the office to make recommendations informing the Governor's policy on outdoor recreation industry matters and to address systemic inequities preventing underserved youth and communities from engaging in outdoor recreation experiences and career pathways.

Declares that Colorado's outdoor recreation industry employs over half a million Coloradans, generates billions in tax revenue, and relies on Colorado's 22 million acres of public land, 105,344 miles of rivers, and 690 peaks over 13,000 feet high.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case approval by voters in November 2022 is required.
