Authorizes the Division of Parks and Wildlife to establish, operate, and maintain aquatic nuisance species check stations to inspect conveyances for aquatic invasive species.

Adds authority for qualified peace officers to stop and inspect conveyances that have encountered an aquatic nuisance species check station.

Creates a new civil infraction for persons who fail or refuse to stop at an aquatic nuisance species check station while transporting a conveyance during operating hours without presenting it for inspection, with a penalty of $100.

Requires the Division to investigate methods other states use for check station location and operation, and report findings to the General Assembly by September 1, 2025.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition and approval by voters in November 2022.
