Creates a centralized, user-friendly online portal for accessing Colorado state agency rules and rule-making information, eliminating the need to navigate multiple separate agency websites.

Requires the search interface to include full-text search optimization, an application programming interface for research, a subscribable calendar of rule-making hearings, mobile compatibility, and accessibility compliance with federal disability laws.

Directs the Secretary of State and all agencies to provide the Office of Information Technology with access to their databases and rule-making information sources needed to operate the portal.

Mandates the portal be available for public use by June 30, 2022, with notification procedures to the Joint Technology Committee if unforeseen technological impediments prevent meeting this deadline.

Appropriates $368,194 to the Office of Information Technology (2.1 FTE) and $108,718 to the Department of State (0.7 FTE) for the 2021-22 fiscal year to develop and implement the search interface.
