Licensed wholesalers are prohibited from selling any fireworks except permissible fireworks to retailers for resale in Colorado.

Licensed exporters are prohibited from selling fireworks except as provided under the exportation statute.

Exporters selling fireworks for transport in a purchaser's vehicle must verify the purchaser's identity and licensing through driver's license, vehicle registration, and either an out-of-state license or a Colorado exporter license, with all information recorded on the bill of lading.
