Modifies disclaimer requirements for independent expenditure communications exceeding $1,000 to require only identification of the person paying for the communication, removing the requirement to identify the registered agent in the disclaimer statement itself.

Requires the registered agent information (if the payer is not a natural person) to be provided to the appropriate officer as part of the written notice submission, rather than included in the communication disclaimer.

Directs the Secretary of State to establish size and placement rules for disclaimers in nonbroadcast communications (including yard signs, posters, and billboards) ensuring sufficient readability while capping maximum font size at federal election commission standards.

Allows disclaimer statements in online communications to be provided via direct link to a web page when inclusion on the communication itself is impracticable due to size or format constraints.

Takes effect 90 days after final adjournment of the general assembly, or if challenged by referendum petition, upon approval by voters at the November 2022 general election.
