Establishes funding for gray wolf reintroduction and management in Colorado from sources other than hunting and fishing license fees.

Directs the General Assembly to appropriate necessary funds from the general fund, Species Conservation Trust Fund, Colorado Nongame Conservation and Wildlife Restoration Cash Fund, or Wildlife Cash Fund (excluding revenues from hunting and fishing licenses or associated federal grants).

Requires fair compensation to livestock owners for losses caused by gray wolves, verified through existing claim procedures under sections 33-3-107 to 33-3-110.

Specifies that lack of general fund appropriation shall not halt wolf reintroduction as required by existing law.

Authorizes the Division to solicit and accept grants, gifts, sponsorships, contributions, donations, and bequests, including federal funds, to implement and administer the wolf reintroduction program.
