Adds "on-track equipment" alongside trains to railroad crossing safety provisions in Colorado Revised Statutes 42-4-706, 42-4-707, 42-4-708, and 42-4-709.

Requires drivers to have reasonable view of approaching trains or on-track equipment when stopped at railroad crossings and to listen and look for signals indicating approach of trains or on-track equipment.

Applies on-track equipment visibility and warning requirements to school buses, hazardous materials vehicles, commercial vehicles transporting passengers, and heavy equipment crossing railroad grades.

Specifies that exemptions from stopping requirements at railroad crossings where trains or on-track equipment are not operating during certain periods or seasons require official "exempt" signage that constitutes legally sufficient notice.

Takes effect 90 days after final adjournment of the general assembly, subject to potential referendum petition and November 2022 ballot approval by voters; applies to offenses committed on or after the effective date.
