Allows the Department of Public Health and Environment to dispense up to 25 percent of total annual contract value to grantees immediately upon contract execution or renewal, rather than distributing payments throughout the contract period.

Defines "grantee" as a person awarded a grant from a department-managed grant program who is a nonprofit or charitable organization classified by the federal Internal Revenue Service and has submitted written proof to the department.

Grantees must be parties to a contract with the department pursuant to their grant conditions and must satisfy any additional criteria established by the department for implementing this provision.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless a referendum petition is filed, in which case the measure requires voter approval at the November 2022 general election.
