HB 21-1248 Summary: Colorado Child Abuse Prevention Trust Fund Act

• Renames the "Colorado Children's Trust Fund Act" to the "Colorado Child Abuse Prevention Trust Fund Act" and expands its legislative purpose to address adverse childhood experiences including poverty, housing insecurity, substance abuse, mental health disorders, violence, and parental incarceration.

• Increases the board from 9 to 17 members, adding representatives from the Department of Healthcare Policy and Financing, Department of Local Affairs, the Child Protection Ombudsman, four county leadership appointees, three community members with lived experience of adverse childhood experiences, and two legislative members.

• Transfers board administration from the Department of Public Health and Environment to the Department of Human Services and expands board powers to develop prevention strategies, coordinate services across agencies, promote academic research, and oversee disbursement of trust fund grants.

• Expands eligible grant uses to include programs addressing poverty reduction, housing stability, and other adverse childhood experiences beyond child maltreatment, and establishes procedures for distributing federal Title IV-E reimbursements for eligible prevention services.

• Extends the article's sunset date from July 1, 2022 to July 1, 2027 and requires an independent evaluation report to the legislature by November 1, 2026.
