Repeals Colorado Revised Statute 2-3-123, which required the state auditor to conduct postaudits and performance audits of the limited gaming fund transfers to the state historical fund in September 2017, 2022, and 2027.

Eliminates audits of how Central, Black Hawk, and Cripple Creek spent distributions and whether expenditures were used for preservation and restoration of those cities.

Removes the requirement to audit whether the three cities adopted and followed grant distribution standards under section 44-30-1202(3).

Amends section 2-3-103.7 to remove reference to repealed section 2-3-123 from the list of audits subject to confidentiality penalties for early disclosure.

Repeals section 2-3-107(2)(a)(I)(B), which granted the state auditor access to records for audits conducted under section 2-3-123.
